5 Harass citizens’ groups. (Astroturf/False Counter-Movements, Doctored Press Coverage, False Stories, Propaganda)
6 Engage in arbitrary detention and release. (Random Arrests, No Charges, No Reading of Rights)
7 Target key individuals. (Civil & Human Rights Leaders Targeted)
8 Control the press. (Suppression of the Facts, Over-Blown Hype & Irrational Thought Processes) (Death of Journalism)
9 Treat all political dissidents as traitors. (Hypocrisy, Smears & Unequal Coverage)
10 Suspend the rule of law. (No prosecution of the wealthy & powerful – Excessive prosecution of the poor & minorities for minor offenses)
